As it is clear from the program title, Desktop Wallpaper Tool will help you to set your desktop background wallpaper.

This application is an alternative to the standard Windows screen settings, and offers you more interesting options. Moreover, the tool is free.

Unfortunately, the application is not very easy to use, especially for newbies, so it is better to read the Help file. The process of the wallpaper is performed through the options window, and on the main window you will see the results of your work.
It is possible to add and view 9 images at once on your desktop. You will be able to browse an image from your hard drive, or download it from the Internet, and apply the needed changes. You are offered to crop the selection by specifying the start values of the image to crop and the crop size. Also it is possible to resize the cropped image. Then you can choose the position of the image on your desktop.

Moreover, the application may be used in the so-called Dynamic mode, which means you are able to download images taken from online webcams and update them in a certain period of time.
